CRS is implementing the Civic Participation Program (CPP), a three year project funded by USAID that aims to strengthen the Palestinian civil society, by increasing Palestinian
civil society organizations’ (CSO) viability and promoting civil society’s institutional development throughout the West Bank and Gaza
Position Title: Partner Relations Specialist/Project Officer (PRS)
Reports to: Senior Capacity Development Specialist
Locations: 6 positions -- 2 posts in Bethlehem, 2 Posts in Nablus, 1 post in Gaza &
1 post in Ramallah
Job Summary:
The PRS will assume responsibility for working with the local partners in support of the
CPP awarded (sub) grants; the PRS will be responsible for subgrant-related planning
and implementation, timely and accurate reporting to Senior Capacity Development
Specialist, and local representation to governmental and nongovernmental organizations.
The PRS will (1) organize and oversee the implementation of the subgrants and be
responsible for reviewing financial documents to reconcile planned expenditures with
actual activities. Secondly (2), provide technical support to local partners; the PRS will
be responsible for all capacity development activities for each partner.
Position Requirements and Qualifications:
• University degree in management, public administration, developmental studies/international relations, or related field.

• Strong cross-cultural skills and experience working with people from different ethnic/cultural backgrounds.
• Demonstrated capacities to establish and maintain strong, collaborative working relationships with donors, government officials, local organizations,
communities and other stakeholders.
• Minimum of three years work experience in development programs. Preferable experience implementing USG-funded programs with knowledge
of key USG regulations including, but not limited to USAID 22 CFR Part
226 Administration of Assistance Awards to U.S. Non-Governmental
Organizations, 22 CFR Part 145 Grants and Agreements with Non-Profits,
OMB Circulars A-122, Cost principles for non-profit. organizations and
Mission Order 21.
• Strong computer skills in MS Office.
• High level of English-language proficiency (speaking, reading, writing).
